Depending on how she is built, her main job is to soak up damage and deliver the final blow on an opponent for the situational revive if she kills someone. The revived hero can then instantly move, which can be very dangerous. Her passive allows her to take more damage and sustain ... lol I'm not saying Iron Fan is a good artifact, just that it does have some extremely niche uses. I use Baiken for banshee, but I've seen some weird setups with Iron Fan as well.
